Bidding: North deals and with 13 hcp and 6½ losers opens the bidding 1. In the auction here East/West are silent throughout. South with 10 hcp and 8½ losers responds 1. North rebids 1NT showing a 12-14 hcp balanced hand. South with 10 hcp would normally be willing to bid to the 2-level, but as North has limited his hand to no more than 14 hcp, South raising to 2NT would be pushing the partnership to the 2-level, and thus, South passes 1NT.

So in our first part-scores vs. games lets look at Board 2 vs. Board 3. On Board 2 East/West have a combined 22 high card points , 24 support points and 15½ losers (24-15½ = 8½ winners) and can't bid game.

Bidding: East deals and with 17 hcp and just 5½ losers opens the bidding 1. West with 5 hcp, 6 support points and an ace bids 2. (see ace explanation from Board 1 1/15/19) North with a great hand makes a free bid of 3 and East bids 3 now showing his invitational hand of enough to make a free bid at the 3-level. Think of the 3 free bid as a bid equivalent of a Reverse . A reverse shows extra values because it force partner to the 3-level to make a choice of two bid suits. So East's free bid of 3 should show equivalent values of 16-17 hcp and 5 losers. West knows East has a great hand but not a game forcing hand (otherwise East would have bid differently), but West fully bid all of his values with 2 and passes.

Play: In the play of this deal, South leads the Q which North wins and returns the J hoping South can trump. Declarer (East) wins the K in hand and transfers to dummy with K overtaking with the A to take a finesse for the K and still preserve an entry into dummy's diamonds. And everything works North has the Kx and diamonds are split 3-2 giving two pitches on dummy's long diamonds, making 5. Give a different lie of the cards and East might be lucky to make 3.

Bidding: South deals and with 13 hcp and 7 losers opens the bidding 1. In the auction here East/West are silent throughout. North with 13 hcp and 5½ losers know it is his responsibility to make forcing bids to game. North first responds 1 and South rebids 1NT a balanced 12-14 hcp balanced hand. North with 6 spades could bid 4 knowing South has at least 2 spades to bid 1NT, but there should be no rush to jump to 4. North bids 2 as New Minor Forcing (NMF) asking opener to further define his hand. South's bid of 2 shows exactly 3 spades and 12 hcp. Continuing our look at part-scores vs. games lets look at Board 7 vs. Board 8. On Board 7 North/South have a combined 22 high card points , 28 support points and 14 losers (24-14 = 10 winners). Bidding game should depend if the partnership can bid their support points or Losing Trick Count .

Bidding: South deals and with 12 hcp and 6 losers (nice) opens the bidding 1. West passes and North responds 1 (with 5 spades). East with 13 hcp and 6½ losers overcalls 2. South bids 2 promising 4 spades, otherwise, South could have made a Support Double for 3 spades. North now has options ... if North just focuses on hcp alone and not support points and just makes a raise in spades, N/S may very well not reach game as South has no extra values. North now has 13 support points and shortness in clubs. North could just bid 4, but in the auction here North bids 4 as a jump cuebid game forcing Splinter in clubs. I it.
